Yes, I think so. In certain pictures, her hair appears to have some golden/blond patches, but in other pictures her hair is down to her waist and is a dark brown. I've seen these occurences in various teen magazines.

she has a wig on her head. call me a freak if you want but i love that show hannah montana and i am 26. I remember when Billy Raye Cyrus came out with akey breaky heart. was a very big fan of his song at the time. and his daughter is a fabulous actress and sings great. just like her dad.
